This looks like a record of Baptism to me - not a birth record. Am I right Livio?

It is both:
In the upper part the Mayor tells the Priest that a baby was born and the birth was registered in the Birth Book, and that the priest should Baptize the baby, in order to comply the law.
In the lower part the Priest confirms that the baby was baptized.

WOW! It was the law to baptise the baby? I did not know that. Thanks Livio!
